BackgroundThe BelRAI Screener is a short-form assessment consolidating internationally validated interRAI items focusing on physical and psychological aspects of functioning and problems with activities of daily living. It was fully implemented in the Flemish home care setting as of June 2021. In a biopsychosocial model for developing a personalized and effective care plan social and contextual aspects are considered equally important to biomedical ones. Thus, a social supplement to the BelRAI Screener was collaboratively developed with stakeholders and tested to gather (...) additional information on the social context of community-dwelling adults with care needs.Objective and methodsTo examine the interrater reliability of the BelRAI Social Supplement in Flanders, Belgium, an observational study was conducted using a convenience sample. The method of simultaneous rating was used due to strict COVID-19 guidelines at the time and to minimize assessment burden. Fifty two community-dwelling adults requesting home care support were simultaneously assessed by two independent assessors during home visits. Interrater reliability was tested on all 80 items of the BelRAI Social Supplement using observed agreement, kappa coefficients, and intraclass correlation coefficients.ResultsThe kappa mean and median values for nominal items, show substantial agreement, while the kappa mean and median values for ordinal items were 0.81 and 0.90, which correspond to almost perfect agreement. Following the traditional cut-off points for the interpretation of the kappa statistic, reliability was almost perfect for 49% of all items, substantial for 33%, moderate for 8%, and poor for 10%. The majority of items with poor kappa value, showed a high observed agreement, reflecting homogeneity of the sample rather than poor agreement.ConclusionThe strength of kappa agreement for the items in this version of the BelRAI Social Supplement is generally substantial to almost perfect, with high proportions of observed agreement. COVID-19 restrictions had a large impact on the planning and execution of the home visits. A final optimization of the instrument and accompanying manual according to the findings will result in an improved version ready for nation-wide implementation. (shrink)

The political agenda for the first year of governing of the second autonomous Fiemish government in the history of the Belgian state, was dominated by the debate concerning the additional financial resources and authorities for the communities and regions. The immediate cause for this, was the extensive saving-plan of the national government, which also hit the communities and regions. The final outcome of the debate was the so-called Saint-Catherina agreement, which not only provides a number of savings, but also the (...) transferring of a series of public services and scientific institutions to the communities and regions.A project of decree was agreed to by the Flemish government, which creates a legal scheme for the foundation of a private TV-station in Flanders. In this way they want to cease the monopoly of the publicbroadcasting station «BRT». The bill would only pass the Flemish Parliament in 1987.A number of issues lead to tensions between the Christian-Democrats and the Liberal coalition partners, issues like the affection of green areas around the Brussels agglomerate or the construction of golflinks in Flanders. There was a time in the history of philosophy that the phrase “public philosophy” would have been redundant. In this chapter, the authors survey the debate about the professionalization and institutionalization of philosophy between Scott Soames and Robert Frodeman and Adam Briggle. They present an exploration of an example of how professional and non‐professional philosophers may benefit each other. The authors argue that nonprofessional philosophers (whom we might also call “outsider philosophers”) can offer new ways of looking at the canon (...) and broaden the subject matter of philosophy. They present a look forward to the future of interactions between professionalized and outsider philosophers. In an effort to make possible a future where such collaboration is normalized within the broader activity of philosophizing, the authors elucidate both the opportunities and challenges for collaboration. The present study examined how emotional fit with culture – the degree of similarity between an individual’ emotional response to the emotional response of others from the same culture – relates to well-being in a sample of Asian American and European American college students. Using a profile correlation method, we calculated three types of emotional fit based on self-reported emotions, facial expressions, and physiological responses. We then examined the relationships between emotional fit and individual well-being (depression, life satisfaction) as well (...) as collective aspects of well-being, namely collective self-esteem (one’s evaluation of one’s cultural group) and identification with one’s group. The results revealed that self-report emotional fit was associated with greater individual well-being across cultures. In contrast, culture moderated the relationship between self-report emotional fit and collective self-esteem, such that emotional fit predicted greater collective self-esteem in Asian Americans, but not in European Americans. Behavioral emotional fit was unrelated to well-being. There was a marginally significant cultural moderation in the relationship between physiological emotional fit in a strong emotional situation and group identification. Specifically, physiological emotional fit predicted greater group identification in Asian Americans, but not in European Americans. However, this finding disappeared after a Bonferroni correction. The current finding extends previous research by showing that, while emotional fit may be closely related to individual aspects of well-being across cultures, the influence of emotional fit on collective aspects of well-being may be unique to cultures that emphasize interdependence and social harmony, and thus being in alignment with other members of the group. In studying the history of the ethics of war, the just war tradition may be interpreted as a historically evolving body of tenets about just war principles. Instead of a single just war theory, there have been many just war theories—for example, those of Augustine, Aquinas, Vitoria, and Grotius—theories that have various commonalities and differences. A comprehensive history of the evolving just war tradition should feature a thorough study of how these just war theories were rethought. For example, in his (...) landmark work Just and Unjust Wars, written during the Cold War, Michael Walzer exclaimed: “Nuclear weapons explode the theory of just war.” 1 In his rethinking of the just war tradition in light of the superpower practice of nuclear deterrence, he contributed his influential conception of supreme emergency exceptions. Now that the Cold War is over, the authors of the articles in this book are primarily concerned with the question of how the just war tradition—which is understood somewhat differently by the different authors—should be rethought today. Echoing Walzer’s exclamation, among the particular post–Cold War questions that can be raised are these: Is just war theory exploded by terrorism? Is it annihilated by genocide? The just war tradition is an evolving body of tenets for determining when resorting to war is just and how war may be justly executed. As conventionally understood, corruption relies on a set of universally agreed rules that determine what constitutes the appropriate allocation of organizational resources. This article explores whether rule-based approaches to corruption are applicable where business organizations, such as public private partnerships, and the public fundamentally disagree about what constitutes an appropriate allocation of resources. Drawing on empirical research about PPPs in Vietnam, this article compares how government, business organizations, and the public conceptualize the transfer of public assets into private ownership. Epistemic logic has grown from its philosophical beginnings to find diverse applications in computer science, and as a means of reasoning about the knowledge and belief of agents. This book provides a broad introduction to the subject, along with many exercises and their solutions. The authors begin by presenting the necessary apparatus from mathematics and logic, including Kripke semantics and the well-known modal logics K, T, S4 and S5. Then they turn to applications in the context of distributed systems and (...) artificial intelligence. These include the notions of common knowledge, distributed knowledge, explicit and implicit belief, the interplays between knowledge and time, and knowledge and action, as well as a graded (or numerical) variant of the epistemic operators. The authors also discuss extensively the problem of logical omniscience. Information technology is an integral part of the practices and institutions of post-industrial society. It is also a source of hard moral questions and thus is both a probing and relevant area for moral theory. Many readings of the Parable of the Labourers in the vineyard want to treat the owner as representing God. Knowledge of actual agricultural practices relating to the management of vineyards suggest, on the contrary, that the details of the parable obstruct an easy identification of the owner with God, and that he displays unusual behaviour not only by paying all the labourers the same wage, but by his very intervention in the hiring process. The conclusion reached is that the parable (...) constructs the vineyard owner, typically one of the nouveau riche who lived in cities, not only as a ‘good employer’ but also, contrary to expectation, as a patron who intervened well beyond the strict norms of economic exchange.
